I have a 59 Motobecane frame and I have a 170mm sugino messenger crankset but no matter what I do my toe clips drag on the ground whenever I ride. I don't mean when I am turning, I mean like when I try to mount they scrape the street. Would a 165mm or a 167.5mm really make a big difference?

Yes
If you were striking by more than a minimal amount, then it's likely that the crank would pick your back wheel off the ground at the bottom of each pedal stroke. They recommend (possibly require) 165mm cranks on the track for a good reason. If you don't mind my asking, is this the same bike that the yellow, non-machined deep-v's will be going on? If so, what kind of handlebar do you intend to install on this bicycle?
The bike is done, I am not
The bike is done, I am not new to fixed gear riding this is just the first bike I have built up myself. I bought the frame off the sopo frame art show. I have soma el toro pursuit bars on it. All that is hitting the ground is the tip of the toe clips and the pedals will scrape if I am taking an extremely sharp turn.

Been reading too much BikeSNobNYC
Yay, no riser bar!!
170 mm - 167.5 mm = 2.5
170 mm - 167.5 mm = 2.5 mm
170 mm - 165 mm = 5 mm
That's how much difference it'll make
haha I know that, will it
haha I know that, will it effect my pedaling power or anything?
.
radius of 25x700C tire := 335 mm
2.5 mm/335 mm = 0.0075
5.0 mm/335 mm = 0.0149
