Cleanliness
is your friend. A least most of the time. Sometimes it is just fate. And knowing someone close enough to help you in your hour of need is priceless.
Try not to stay in your damp/worn shorts any longer after a ride as possible. The boys need to breath fresh air as much as possible.
Eucerin
It's super thick moisturizing lotion. You can even get a generic version at CVS or Kroger. Keeps your chamois soft and your bits unchafed. Way cheaper then shelling out for those dinky tubes of Chamois Butter or the tiny jar of Assos cream. And just as beneficial IMO.

Grant Peterson says petroleum jelly is good enough for pre-ride preparation. Haven't tried it myself.

My advice is only anecdotal, but the stuff saved my junk when I was stuck in the jungle during the summer of '95.

As Indy Fan said... Bag balm. A good friend of mine found out that he was allergic to the Assos cream the hard way. He said that he would have taken caffed over what he got anyday!
What I use depends on the rideand bike. When I am on my diamond framed bike on > 60 miles I use it. On my recumbent I use it on stuff over 150 miles. ALso depends on the weather. If I am doing a long event and I know its going to rain then I slather up generously.

(a)I used to ride with an extra pair of undies in my bag. When I was done with my commute and dry enough, I would change into the new pair.
(b)Wash your ass! I know that saddle sores can hurt and be a bit uncomfortable to wash. But every single night you need to scrub the bacteria out of them. Just like you would with an open wound.
(c)Wash your ass! You need to scrub the area where you would get saddle sores before you do get saddle sores. Now a days, I feel like I only get saddle sores when I haven't been taking care of my business or if I suddenly start logging more hours in the saddle.
