The 2008 GMAC Insurance National Drivers Test found that 16.4%, of drivers, or 33 million, don't know the rules of the road.

I only missed one. I didn't know that it is legal to pass on the right.

that is the case in germany... hence relaxed speed limits, but stricter etiquette.

particularly those who are talking on cell phones - they can't fathom why bicycles are passing them, moving back into the right lane, and then causing them to have to slow down - it's a mystery...I wish I was so oblivious to what was going on around me...perhaps I would be much happier. Oh I'm at the beach this weekend...I'm very happy...and oblivious(i.e. sorta to really drunk).
