Just a note:
Toll roads could be paying for a lot of things in this city such as law enforcement and bicycle lanes but since Atlanta seems to have been asleep at the wheel for some time now, Gena is not going to convince Sonny to lift a finger about it until the mess is cleaned.
I've been thinking about the
I've been thinking about the toll road idea.... the interstates are the State's domain (ie. they pay for them with help from the Fed)... not the city's (or county). So any toll on the interstate, the revenue would go to the State (not the city/county).
If the State handed over control and maintenance of the interstates sections to the county in which they reside... the funding would have to come from somewhere for maintenance... ie. sales taxes or a county income tax (or maybe the via the tolls).
Not to mention the low population counties would never be able to raise enough money to maintain their sections, so traveling through those counties would be undesirable (unless you drive a Hummer). Crappy roads in the exurbs would destroy interstate commerce and slice out a huge source of income for us.
Also, judging by how well the city takes care of the roads it does have... I don't think having them take care of the interstates would be the best idea.

What if the tollways income was split: ingoing goes to the city, outgoing goes to the state? A certain percentage of the whole income could be allocated towards mutual mandatory costs etc.

All points well put. There is a major source of potential funds being misappropriated. Atlanta, being the capitol city for the state "should" have a strong governmental funding plan to prioritize infrustructure. Relying on alternatve sources is like a three legged sled dog. I would like to see how other cities with tollways at the perimeters of their cities appropriate their funds.
Just alike, I would like to see if there are cities with strong transportation infrastructures without major tollways and how they work.
