regarding the waivers
do the waivers have to be delivered by each individual member of the team, or can it be anyone as long as it's in person? it is going to be difficult to get all of my members there tomorrow morning, but i can get them all to sign it at some point before then and deliver on their behalf.
also, the minors waiver is missing.

I think the minors waiver is the same, just need the parent/guardian to sign instead of the racer.

Basically, anyone can claim to be your guardian, but that makes the claimant responsible for your safety.

What counts as a downed/disbled rider?
That means that something is physically wrong with the rider, and not his or her bike, right? So we would be required to stop for someone who broke an arm, but not for someone who broke a frame, right?

If anything does wrong with your bike (from flats to complete disintegration), it is your team's problem.
If anything goes wrong with you (you pull a Melissa a Crazy Austin, or a V1ct0r, for instance, then other racers have to stop and help you out.

you are correct. rider not bike... if something is wrong with the bike, that's on the rider. if they have crashed or appear to be hurt in any way (laying on the ground clutching ankle, exhibiting the international sign for choking, or waiting to cross the street to fetch a lost arm) you must at least slow enough to yell 'you ok?' and wait for a reply.

Was a motorcycle accident.....The whole gang ditched me......they kept on ridin'. My leg was layin' right out in the middle of the street.
