Ok, so the meeting is complete, a tip of the hat to all that attended. Without futher ado, here are the rules.
1. This is a checkpoint race. You don't have to stick to the defined route, you only have to hit the checkpoints in order.
2. All field SAG must be done by bike.
3. You need to demonstrate that your bicycle has working lights, both front and rear, at the time of registration.
4. You can be denied a lap card by the race officials on the basis of impairment.
5. Team number must be displayed at all times on your bicycle.
6. If you see a downed/disabled rider, you must stop to offer assistance.
7. All rules of the road must be followed.
8. Every team must appoint a team captian.
9. Teams are accountable for the whereabouts of their team members.
10. There are no rider substitutions. No riders may be added to a team after registration ends.
11. There are no limitations on equipmnent used to race with the exception that it must be human powered.
12. You have to have yourself and your team registered by 11:45am, Nov 4th to compete.
13. Race is from 12 noon, Nov 4th, to 12 noon, Nov 5th.
14. We race, RAIN OR SHINE.
15. And finally... Race officials have the last call in all disputes.
RECOMMENDATIONS:
1. It is recommended that each racer learn the course before the beginning of the race. Do not expect a parade lap. If you don't know the route, get with rider who does and learn it.
2. It is recommended that each team member carry a form of communication in case of emergency.
3. It is recommended that if you choose to deviate from the set course that you alert your teammates to your changes and do so at your own risk.
LAP DEFINITION AND COUNTING:
1. Lap cards are issued one at a time to a rider with a unique identifer on each card (serial number or UID).
2. Lap cards must have all six checkpoint punches to be counted valid.
3. Laps start and stop at Johnny's Pizza, Highland Ave.
4. Lap cards can be forfeited, and thus the lap forfeited, at the discretion of the teams. In case of forfeiture of a lap, a new lap card can be issued. Only the last lap card issued can be turned in for a lap.
5. All laps must be completed by 12 noon, Nov 5th for the laps to count.
WINNING CATEGORIES:
1. Most overall laps. Awarded to the team with the highest number of completed laps. Tie breaker will be for the overall time.
2. Most individual laps.
3. Fastest individual lap.

Yeah, I'll link this from the sticky. Some additions from the current registration page (which i assumed people were looking at but probably should have pointed out). These seem to be inline with the spirit of the rules above, so yay or nay?
* All riders must check-in at the end of each lap. The rider may then continue or trade off with a team member.
* Before you leave the check-in to ride a lap, you must make it apparent to the current staff that you are leaving for an official lap and not for a casual cruise around town. the current staff will be keeping track of who is riding when. This is a safety precaution.
* Dont try to cheat. It's not cool. Much of this is on the honor system. You will be disqualified without refund or free food if you are found cheating.
* Each rider will register by 11:45am and will have signed the liability waiver and paid in full. NOTE - ALL RIDERS DO NOT HAVE TO BE PRESENT AT THE TIME OF THE BEGINNING OF THE RACE, BUT THEY MUST HAVE PAID AND SIGNED THE LIABILITY RELEASE FORM
* All participants not riding are welcome to remain at Johnny's. If you piss off the employees at Johnny's and are asked to leave their property, you will be disqualified from the relay

Race Officials
If everyone is invited, who are the race officials? Not being an ass, but I think it might be a good idea to ID these folk so someone doesn't just come up and say, "uh, if liek, everyone is invited with those mustache kids, i'm a race official too."

these rules were made using the right amount of elixir that enhanced our senses to formulate the correct correlation of cosmos that would be least controversial to all trons. what i'm trying to say is, it's more likely a high concretration of stactic electricity will harm you than you breaking these rules. but, for the hell of it, X-topher is one race official (that i know of), and you, VK, are not an official. Rule of thumb: if you have to ask "am I an official," than you are not an official.

I assume X-topher's not going to want to staff the check-out-in table the whole time. Last year we required that each team volunteer a certain number of person/hours to things like running the lap tracking table and turning wrenches on hurt bikes, etc. Are we doing something like that again?

I think that breaking these rules need to be punished. "if you break the rules you are disqualiified". However, 7. All rules of the road must be followed. needs to be changed to a recommendation. This is an urban relay.

I think that may to be dissolve FM and the organizers from any responsibility associated with breaking traffic laws. Maybe add a cavet to that rule, like, "if caught breaking traffic laws by law enforcement, rider is solely resposible for actions" or some bull shit like that.

The whole checkpoints in
The whole checkpoints in order thing is a technicality, you could run the course in a star fashion, but you'd lose, and add miles to your lap. You could do it backwards, and instead of the little hill on Highland, you get the monster fuck of a hill on Spring and 10th. Your choice man, I ain't stopping you if you want to be a masochist. The route as it's laid out now is the fastest way to get to all the checkpoints. I've done it all sorts of ways and the posted route is the best way (aside from a few obvious shortcuts that everyone knows about because of Skip's post).
The impairment rule is left to the discretion of the race official. If you stumble up to the table to get a lap card and puke on it... you aren't getting a lap card, possibly a punch to the face, but definately not a lap card.

this was addressed at the meeting. the term 'rules' was chosen as opposed to 'laws' for this very reason. are you going to stop and wait at every red light? probably not. but we would be remiss if we didn't at least make an effort to tell people who plan on racing on an openly trafficed 'course' that they need to do things on the level.
